We're not a LA, but a national Housing Association. We purchased UPK about 4 years ago and use it succesfully in our organisation to provide technical systems support to all our staff on a number of our in house systems - including Oracle HR.
We have found it a very useful tool which has enabled us to cut down significantly on face to face IT training. It did take a while for the mental shift to take place with our staff that they should be using this tool as first point for queries/training needs, but this is now part of everyday for most people.
We refer to the tool as User Systems Training (UST) rather than UPK as we felt this was too techie. We have learnt a lot about writing modules so that they are effective learning tools and are continuing to learn in this area.
