Hi Alison,
I can highly recommend Alive With Ideas (https://www.alivewithideas.com). I used them to do exactly what you are describing and they were excellent. Really easy to work with, experienced, creative and professional. They facilitated workshops with the whole organisation, starting with the senior leadership team and ran them outside normal hours to capture our shift workers. They had done a similar exercise with another organisation, that was close to size and geographic spread, and it had landed really well so I was able to see he content they had produced (Fire & Rescue Services).Happily provide a couple of names to make an introduction if required.
